MISSION


Open Heart / Close Case mission is to organize individuals, families, neighbors, educators, economists, government officials and Faith leaders in promoting the best practices and strategies in reducing the number of outstanding unresolved homicides, missing persons and exploited children’s cases and increasing local, regional and national funding initiatives for cold case and missing persons pursuits among state and private law enforcement entities

GOALS


To raise awareness of unresolved homicide cases


To raise awareness of missing persons cases


To raise awareness of exploited children cases


To demand the fullest funding of state law enforcement entities’ unresolved or cold case and missing persons units


To demand that state and local law enforcement entities seek assistance from those that Specialize in the Evaluation and Analysis of Unresolved Deaths and Missing Persons Cases


To demand legislative action that reduces unresolved homicide cases, missing persons’ cases and exploited children cases


To demand that legislators define local, county and state gang activity as “domestic terrorism”, that elected executives enforce and that judicial servants mandatorily sentence in accord with federal 18 U.S.C. § 2331 description of three characteristics: Involve acts dangerous to human life that violate federal or state law; Appear intended (i) to intimidate or coerce a civilian population; (ii) to influence the policy of a government by intimidation or coercion; or (iii) to affect the conduct of a government by mass destruction, assassination. or kidnapping; and Occur primarily within the territorial jurisdiction of the U.S.


To hold cultural institutions accountable for lack in resolving homicide, missing persons and exploited children cases

Mobilize Open Heart / Close Case in Multiple US Urban Centers


Demand Public Hearings of Local, County and State Legislatures’ to Consider Government Management of Public Safety Acts and Resources


Pass and Enforce in Open Heart / Close Case Mobilized Cities the Relisha T. Rudd, or Other Locally Preferred Named, Bill that Penalize with Felony and Fines a Parent’s or Guardian's Unwillingness to Report a Child Dead or Missing within 24 Hours of the Occurrence


Pass Legislation in Open Heart / Close Case Mobilized Cities that Deter the operation, activity or domiciling of a gang


Pass legislation in Open Heart / Close Case Mobilized Cities that defines all gang activity as domestic terrorism


Increase Current Year Closed Cases in Every Category in Every City to 90%


Involve Media in Weekly Recognition of Outstanding Cases in Each Category in Open Heart / Close Case Mobilized Cities

Our Daughter, Charnice Milton, Was Murdered on May 27, 2015 at 9:40 PM ET in Washington, DC

I Know Your Pain...Our Daughter Is One of the World's Many Unresolved Homicides

CHARNICE AVIA MILTON (Age 27)

Charnice Milton of Southeast was headed back to the home she shared with her mother when a man or older teen on a dirt bike with a group of riders fired at another group of bike riders.The intended victim used Milton as a human shield and she was shot in the chest around 9:40pm on Wednesday evening.

She was born on June 19, 1987 at George Washington University Hospital to Francine Milton and the late Charles Gross. She entered into eternal slumber on May 27, 2015. We will be forever eternally grateful to D.C. Metropolitan Officer M.D. Smith for cradling her in his arms until she left this earth. At age eight, she accepted Jesus Christ as her Lord and Saviour and was baptised at Covenant Baptist Church of Southeast, DC. In 2000 Charnice joined the Living Word Church of Southwest DC. She served mightly as a songtress and faithful choir member and a diligent prayer warrior and youth leader. She graduated with honors from St. Thomas More Catholic School and Bishop McNamara High School. She received her Bachelors of Science degree with distintive honors from Ball State University and her Master's degree in Magazine, Newspaper and Online journalism. As a scholar from the Syracuse University S.I. Newhouse School of Public Communications. She was a journalist with the Capitol Community News organization and a frequent contributing journalist to the East of the River News and the Capitol Hill Rag News Magazine. She devoted herself to covering the news in her community. She was passionate in her craft and was dedicated but chose to remain in the City she was born in to give her service.


Charnice is survived by her mother, Francine Milton her step-father Kenneth McClenton, step-sister Jasmine McClenton; grandmother Margaret Gross; step-grandparents Willie and Marva McClenton; God-Mother Jean Shamberger and a host of aunts; uncles; cousins and relatives. Interment Lincoln Memorial Cemetery.
